The focus of Yaffe Mobility Consulting is to enable stakeholders to forge sustainable and accessible paratransit/fixed route collaborations that enhance access to work, support services, and activities of daily living. Steve Yaffe has developed and overseen the provision of paratransit rides to human service agency clients, older adults, people with disabilities as well as fixed route local bus services. He has presented at Transportation Research Board conferences on demand response transportation as well as several webinars and forums on a local and national basis and has served on TRB research program panels. At the May 2018 Virginia Transit Association conference, Mr. Yaffe was presented with the Helen Moore Transit Professional Distinguished Service Award for his outstanding public service and leadership to advance transit.

During his 16-year tenure with FASTRAN, a consolidated human service transportation provider, he implemented a cost-allocation model. That model was used to develop partnerships with agencies for their riders to share rides as well as sequentially sharing use of vehicles including agreements and annual budgets. He also developed the first driver-assignment system in paratransit to enable personnel to pick regular work assignments by seniority. Mr. Yaffe also provided staff support to the Fairfax Area Long Term Care Coordinating Council – later appointed to the LTCCC – working with service providers for seniors and younger adults with disabilities in health care, housing and other fields. During his tenure, FASTRAN received a Public Transportation Innovation award for Contract Management Team Excellence and was cited as an exemplar of coordinated human service transportation by the Federal Transit Administrator Jenna Dorn, as she launched the United We Ride program.
