SBR operates administratively under the direction of Francesco J. Tieri, M.Ed. (Frank) with over 30 years of work in supporting individuals with developmental disabilities. Mr. Tieri brings to the organization a vast array of experiences not only in habilitation and behavioral supports but in the area of residential and vocational supports as well. As a focal point of this supportive approach, SBR relies on the knowledge and the relationship-based philosophy that we believe can best support the need of the individual, their families, and other support professionals. SBR has maintained a reputation in the community as an organization that honors the choice of individuals and families, especially in relation to who delivers services and supports.
Working conjointly with Mr. Tieri is Nina Parker, Psy.D who is a Pennsylvania licensed Psychologist. As the Clinical Director, she is able to incorporate her extensive past experience in the provision of residential services, management, behavior supports, counseling and therapy.
Another support role at SBR is the Family Service Coordinator position. This is designed to liaison with the family and the Support Coordination entity to coordinate and maximize needed supports. Two positions exist currently in our model and both current staff are Bilingual (Spanish). In addition, one of the Coordinators also speaks Albanian and Italian. This position is also responsible for the supervision of the Habilitation aides who provide direct supports for individuals at home, community, work, or day program.
SBR has a reputation in the community as an organization that has the experience and who honors the choice of individuals and families. We believe that this is why SBR was exclusively sought to expand its service base that, for many years, was primarily for clinical and behavioral supports, to contract for in home habilitation services through the Person and Family Directed Support Waiver (PFDSW) and the Consolidated Waiver. We also continue to expand our clinical services in residential programs across the area.
Consumer / Family Input
The underlying assumption that grounds SBR is the belief that individuals and families offer the best indicator of quality services. To this end, Satisfaction Surveys will be distributed to individuals and their families to assess this quality assurance. This will begin during the intake process when we use interviews or a questionnaire to assess individual needs and family expectations. A key component in the role of the Family Service Coordinator is personal engagement with individuals, their families, and direct support staff.
SBR presents a core company value of encouraging individual and family choice in who delivers support. Families are encouraged to participate as early as the hiring process. Statistically, about 75% of current SBR employees were referred by families.
When concerns about quality, timeliness, accessibility or appropriateness of services are brought to our attention, we will strive to address these issues within 24 hours. This response format is continuing to evolve and is addressed regularly be the Board of Advisers.
Population SBR Serves
SBR intends to provide requested services through the Office of Developmental Programs (Mental Retardation Services), contracted both with the State of Pennsylvania and local communities (Philadelphia, Bucks, and Delaware County). All of the individuals supported in this system are identified with developmental disabilities. This includes all ranges or levels of developmental disability. Expansion to other regions is possible, but not planned as yet.
SBR currently supports individuals with disabilities with a myriad of service needs. Historically, SBR has and will continue to provide enhanced habilitation services for those who present challenging behavioral issues. The population served by SBR also includes individuals who are hearing impaired (sign language) and individuals who present with other communication challenges. Because of the Bilingual skills of the Family Service Coordinator, SBR is able to serve, in a limited capacity, individuals with disabilities in the Hispanic community.
