Rewards that are “contingent upon the satisfaction of a health standard” have been a dangerous idea for organizations because of health insurance law including HIPAA non-discrimination regulations and because of the fear of strong employee backlash to such programs. Mr. Pshock has worked closely with the Department of Labor, Internal Revenue Service and Centers for Medicaid and Medicare to understand the practical application of these new regulations and is uniquely positioned to lead this initiative. The final wellness regulations created the opportunity for result-based programs that will play a dramatic role in health plans of the future.
